Sampling payroll without drowning in noise

Random sampling is easy to defend in a policy document and hard to defend when a material overtime overpayment slips through. Risk-weighted sampling starts with the pay lines most likely to hide error: new joiners, high earners with multiple allowances, leavers in their final period, and anyone with a backdated change.

The sample size can stay modest. What matters is that each selected line is traced to source evidence—contract, timesheet, or approval—and that findings are written so the next cycle can reuse the same test.

Teams that keep a short findings register across three pay runs usually see which controls deserve automation first. That is often more valuable than expanding the sample until every line feels checked.
